OK, but those by laws won't determine whether or not the construction is
attractive or stylistically suitable for a town like Lincoln (as opposed
to, say, Fresh Pond), right? If we develop the Mall through the Town
Meeting process, won't we have more control over specifically what gets
built? And by right rezoning takes that power away?
