"Assume" is a bad word to use when you're talking about licensing. This
question came up a while ago. The definitive statement from MM was that
making a projector for another developer to distribute his/her work was a
prohibited action. Things may have changed, but I doubt it.

Of course, I couldn't find a clear statement in the RTDA about this issue,
but I don't read legalese.
