Hmm... It's counterintuitive, but I'll take your word on it, Jakob.
Programming is my field more than video compression--I'm admittedly a bit
out of touch since I stopped being a producer and went back to coding.
For our edification, though, it would seem that the lower the bit rate, the
tighter the compression, therefore the more decompressing the CPU would
have to do. Or does a higher average bit rate equate more to higher quality?
