ALL vaccinations go on a register. It's a legal requirement, at least
for citizens. I don't know how they're managing non-Medicare people. No
one has raised it. They can get vaccinated, but how are they documented?

right person gets it.
You've said "no paperwork" (assuming that means no data-recording) ...
The details of who got the vaccine needs to be recorded, so that they
can be checked for side effects later.
Also many people will want a virtual vaccination card. You are not
going to be able to travel internationally without showing proof of
vaccination and there will be some jobs where this is required.
