ALL vaccinations go on a register. It's a legal requirement, at least for citizens. I don't know how they're managing non-Medicare people. No one has raised it. They can get vaccinated, but how are they documented?

The medical personnel administering the vaccine need to ensure the right person gets it.

You've said "no paperwork" (assuming that means no data-recording) ...

The details of who got the vaccine needs to be recorded, so that they can be checked for side effects later.

Also many people will want a virtual vaccination card. You are not going to be able to travel internationally without showing proof of vaccination and there will be some jobs where this is required.
