Stephen, that suggestion is so impractical in so many dimensions of foreign 
policy and on so many levels I wonder whether you were just stirring (:-)...?

China's response to global warming does deserve careful research though, and 
one could begin with a paper by Elisa Chih-Yin Lai published by the U.S. Wilson 
Centre -

  It's rather dated (2009) but does set the scene.
