How do they know and how do they charge this?
What is an NBN user? Signing up to a retailer? If you aren't financially able to (cough - Newstart - ), is this just another impost on poor people? Is this per household or per person? Who pays for this in a sharehouse? Do they need a money box?
If a person has chosen to go full mobile, ....

I think Fletcher hasn't thought this through, unless there are answers to the above questions.
