There is a common form of government below the level of the city: the body corporate in cluster housing. This can be providing garbage collection, water, power, telecommunications, parking, roads, and recreation. If you want to encourage renewable energy production and use, reduction of waste, different forms of transport, this is the closest level of "government" for about 10% of the Australian population. IT could be used to help with this.
