Paul, The short answer is "no." The medium answer is "no, do you want to write one?" The longer answer is that since there is no one central organization that is being paid to develop the software that would be referenced by such a manual, it's pretty unlikely that there's ever going to be one. When you have x,000 developers writing programs that wind up running on your system, the problem gets a little unmanageable.
