If a proxy is failing to handle ECN you really need to open a bug with the
proxy vendor and poke them hard. ECN is now a formal internet standard. Its
not just an RFC or an extension, its a fully blessed definition of the one
true way(tm).

Seriously you can expect more and more internet sites to begin to use ECN
and in time something like Windows will adopt it. At that point you probably
don't want to be caught with your pants still down.
