Knowing you and your work, I don't believe any slight was intended, and no slight was 
taken.  I was merely responding to the incompleteness of the answer.   Read 
Ecclesiastes for my view on providing answers to those seeking solutions.

Because the PWD management define the requirements for driving a case internally 
within IBM.   What I suggest here is no different than what I tell others who want, 
for instance, parallel sysplex or crypto support for the PWD.  Make the need known to 
PWD management.  The best contact there is Frank Yolton whose email is

What you paint is a false dilemma.  One merely needs to correspond with those whose 
posts on Hercules indicate z/VM use, from which one can determine that the vast 
majority trade illegitimately for their own pecuniary purposes.   Just today the board 
is active with a computer services guy trying to get z/VM networking up under 
Hercules.   I feel nothing for such companies that they should spend a few bucks with 
IBM to enable their team for purveying the services
they provide, if thats how IBM chooses to relate. (eg. similar to the for-charge 
courses that IBM requires it reseller personnel to take)

The answer is NOT to declare whats reasonable as a charge and steal it if it IBM 
doesn't offer it at that price.  This is not the same calculus as mp3 downloads as 
often in this case the "end user" is trying to make a buck off the stolen copy.   If 
we are talking about developers, the answer is to pursuade the PWD management that 
there may be benefit in a z/VM offering tailored (and priced) for use in Linux 
development.  Even so, that won't stop what I see as the
majority of the theivery as commercial (or open) development use seems not the 
purloiner's intention.

In my next meetings with the PWD guys I will query if they are interested in modifying 
their requirements to facilitate a lower-cost z/VM AD-CD offering for use by declared 
Linux developers.
