This is true, the normal tools allow you to take a snapshot of system state 
for that given time. Combine this with some careful and creative scripting 
work and you'll get tools that equal MRTG and the likes.

There are some open source snmp monitoring projects that exist - Big Brother, 
Big Sister and cacti that might be a little more palatable. Do a search on 
freshmeat.net with the keywork snmp, it returns 86 projects.
