I don't know what debian.ins is doing there unless it's your TDF file. The other three are in the right order. Make sure that your TDF file specifies the three files in the right order. I also found once that I had to pad parmfile out to 1K with nulls to make the emulated tape work right, but that was on a Hercules system and I don't know if real iron requires that.
