That's a mini disk from cylinder 1, so whatever Linux CDL format
does for VTOC entries will be from cylinder 1 as well.
If you say that the real pack is an MVS pack (I wasn't aware that
CP would be able to create mini disks on it, but if you say so)
then the only thing I could imagine is if the MVS VTOC originally
was allocated to be on cylinder 1 of the pack, or to extent till
cylinder 1. Linux would then be writing garbage (from MVS point
of view) into portions of the VTOC.
