Bill, The fact that your HMC is on an isolated network doesn't mean that the LPAR can't get to your PC. Two different considerations.
Tom Butler already told you how to find the HMC icon you're looking for. If that still isn't an option, then unlabeled tape will work. Rob van der Heij wrote a document on how to write the 3 starter files to disk so that you can IPL without using a tape, though.
