It depends.  During the OS2 vs Windows 95 (Chicago) battle Gartner published some 
research
suggesting the cost per seat of Windows 95 would be several times the cost of OS2.  
Then there
was an "Thump!" and an "Ouch!" from the Gartner offices, Microsoft left by the back 
door, and
all of the sudden Windows 95 was by far the cheaper of the two.

I know people who worked for Amdahl who state quite clearly that Gartner brought the 
company
down despite the "millions" forked over each year.
