That document shows that for some things windows is definitely not a ready fit. Internet infrastructure is definitely one of those things. If Microsoft is truly switched over, I've heard the database backend is still on Solaris - which I would believe, they probably are running a hybrid version of windows recompiled to do just what they need rather than the stock version sold to the unknowing.
