Ha! Pretty funny when I went to look at it;
there were a couple of Microsoft advertisements
on the page, with a link at the bottom to
take a Microsoft-sponsored survey on providing
feedback to Microsoft.
Perhaps, instead of "Biting the hand the feeds IT",
The Register's slogan should be
"Biting the hand that feeds us"

I'm sure the ad-placement was semi-random, and
I just got the luck-of-the-draw; but it was
certainly funny to look at :-)
