There's only one rule for benchmarks: "He who writes the rules wins the benchmark." I once royally pissed off our government procurement department (then the CCTA) when we got on a shortlist of two for a deal and got presented with a benchmark we couldn't win because our machine was missing one specific assist. I withdrew and wrote a formal letter stating that the procurement process was obviously pre-destined to favour one supplier. They started the process again, and we declared that we should not benefit from our position - so we refused to bid.
