Unfortunately, as far as I know, you can't, but I was thinking that
(like the SIGNAL SHUTDOWN function), it's an architected function
that's already part of the ESA and zArchitecture POP that could be
co-opted for the purpose of allowing clock adjustment. VM tolerates
the timer (it can get its time from a clock controlled by a timer
updated by a sysplex member), but can't really exploit it directly.

If we don't ask IBM to invent any new wheels that involve the
core architecture, I think we're more likely to get such a beast.
