Yes, Slack/390 is really running a 31-bit kernel. (The kernel messages tell you that as you start the boot process.)
I'm afraid I don't have the code in place in the installer (yet) to make your network configuration permanent. I'm still working on that, along with some other things. Add "alias eth0 qeth" to /etc/modules.conf, and the appropriate information to /etc/chandev.conf, and you should be up and running.
