UTS Global Tape Subsystem handles IBM tapes, a user could mount
tapes and use tar(1) and cpio(1) for native backup on Linux/390.

However, our backup/restore product uses our own label format as David wrote.

*Nothing* on Linux natively generates IBM standard labels (or ANY tape
labels, for that matter -- see earlier note on the 'ansitape' utility).
Each backup program does it's own "label" format -- for no good reason I
can comprehend, especially since there is a vendor-independent ANSI
standard for such things.

I'd recommend Amanda (www.amanda.org) or Bacula (www.bacula.org). Both
do a fairly sophisticated tape labeling system to prevent overwriting
important data, but NEITHER use IBM or ANSI standard labels, so don't
expect them to be compatible with your IBM SL-based tape library
management systems.

If you want these tools to use IBM SL tapes, you'll need to use the HSM
technique I describe in my presentation on using Amanda with DASDtapes
and DFSMS on z/OS or VM (presentation available from
www.sinenomine.net).
