When Linux responds to a SIGNAL SHUTDOWN, he loads a special PSW
indicating that it is safe to stand and move about the cabin...no,uh, I
mean safe for CP to take him.  I don't think he ever gets to the point of
issuing the vmpoff= command in this case.
