If it helps, we have our VM systems configured to IPL to the SYSC console by default (SYSC is the HMC/Support Element's Operating System Messages window and is always available) and userid OPERATOR's PROFILE EXEC coded to do CP DISC if it finds itself running on SYSC; PROFILE EXEC then initializes VM:OPERATOR which drives 3270 console(s) that are CP ATTACH-ed to OPERATOR. Works for SHUTDOWN REIPL too. We never experience "I can't find a console" disabled wait state. Whenever we want to IPL to a 3270 console we IPL with a LOADPARM to display SAPL screen on a console and fill-in a CONS=addr parameter to make VM IPL to that console addr.

I've seen this too and it is annoying. Do you see a DISABLED WAIT error message in the Hardware Messages? If you drill down into the Details, do you see the last 4 digits of the PSW are "1010"? This is the wait state for "I can't find a console". I may be wrong on some of these assumptions but I believe the key is to leave the Integrated 3270 console up on the HMC. Then z/VM will shutdown AND reipl cleanly without intervention in about 2-3 minutes. It would be nice if you could "SHUTDOWN REIPL" VM without a console being necessary.
