You'd need to modify heartbeat-stonith's source to execute "hcp FORCE user WITHIN interval" but it shouldn't be hard. I don't remember whether the actual "shoot the other node" code is modular, but I'd think it must be, because pulling the plug must have a bunch of different interfaces. Maybe you just need to write a VM plugin for it.
