OK, I've downloaded the tape kernel, parmfile, and initrd and have gotten it to IPL under Hercules. I've set up the networking stuff. When the install script attempts to contact a mirror site I get an error message saying "ERROR: Bad archive mirror". I am able to ping the address that has been assigned to this Debian instance but I can't determine if the instance can talk to the outside world, yes I did give it a name server address. Using that name server address from z/OS I am able to lookup the mirror site names.

SSH into the install system, open up a shell, and see if you can ping a known outside address like www.yahoo.com. I'm assuming you're at least to the stage where the installer tells you to ssh in and continue the installation from there.
If not, then your network is set up incorrectly; you will need to be sure that the host, its gateway to the outside world, and the nameserver are all reachable. If you're using Hercules on Linux, make sure you turned on IP forwarding on the host, with "echo 1 > /proc/sys/net/ipv4/ip_forward".
