As I recall, Foxpro is a commercial product.  If the source code was
readily available, you could compile it, but that isn't likely.  If it
already runs on xSeries, you could contact the company and inform them
that you are interested in a zSeries port of the product.  But if it is
primarily GUI driven, it may not be a good fit for the zSeries.

Another option may be an open source 'look alike', if there is anythng
like that available.
