You Solemnly Swear (or Affirm) that you will do whatever it says you must and will not do those things it prohibits. Most things are on the honor system, except that you can't IPL z/OS, VSE, or TPF on an IFL. There's nothing wrong with licensing WebSphere, Oracle, DB2/UDB, etc. on standard engines. If the Ts&Cs are per-CPU, it doesn't matter what kind of CPU. The only concern is ensuring that you could the number of CPUs correctly. As Rich says, getting caught with your hand in the cookie jar could have ... negative consequences.
