Well, the way to start here would be to take Hercules, and then
replace most of the instruction emulation pieces with straight calls
to the instructions themselves; this works for all problem-mode
instructions.

Then look at how to take privileged instructions and dispatch 'em
with SIE, I guess.

Of course then you'd have to deal with device virtualization.

So, uh, lotta work.
