If you use CP SIGNAL SHUTDOWN, CP won't log of the guest if its running connected to a terminal session. The HELP file says "When the signal times out or the user machine indicates that it has terminated operation, it is logged off if it has been disconnected."

That should be all you need. There is also the two kernel command line options that tell Linux what CP command to issue when the shutdown completed for other reasons (e.g. because you did a shutdown -h yourself). You can put LOGOFF in there.
