SA for z/OS does exactly what you want. From a z/OS SA focal point NetView running Proc Ops you can automate any number of zLinux LPARs (or VM zLinux guests) and automate the IPL, respond to messages, start, monitor and restart tasks, shutdown... basically whatever you want to automate within that zLinux.
