Yes, it could be rewritten to assume central everywhere. Given all the other
things that are going on, this part of CP isn't broken, so it probably isn't
really high on the list of things to fix.

Just looking at the fancy AR mode tricks added to CP in 5.2 to remove some
of the 2G I/O limitations makes me shudder to think of how hard to debug
that was. Paging is in some of the most critical code in CP; I'd really
rather they NOT mess with it if it isn't necessary.
