Inappropriate behavior is converting data from one character set to another
when I didn't ask for that to be done.  If I want my data to be converted,
I'll allow for it in the command stream (pipe).  That's why USS has the pax
command (among others).

How do you define "inappropriate behaviour" here? what happens is what I
expect to happen.
