Static addresses assigned via DHCP. There are a number of nice ones
available on sourceforge (some handle both DNS and DHCP):

and many others. One you may be particularly interested in is netreg
(which forces registration of any new server with the DHCP service and
assigns each new MAC a permanent address entry as well as providing a
nicely searchable SQL database of same).
