Sorry for the late posting on this.  The Workstation Group Ltd 
http://www.wkgrp.com/ has what looks like a very nice set of packages that 
provide ISPF, Xedit and REXX for Linux.  They are available for multiplatorm or 
singleuser use.  Perhaps they would be interested in getting together with 
someone to produce a zSeries build?

SlickEdit has an ISPF-like mode.

And - the IBM LPEX editor is ISPF-like.  It's provided as part
of Wdz...

Unless, you meant, a "free" one...
