Why not use SWAPGEN?  It avoids having to re-run the mkswap command every  
boot.  Also, your VDISK should be your primary paging space.  Don't use DASD 
for that.

Did you add the device number of the VDISK to /etc/zipl.conf, re-run mkinitrd, 
and re-run zipl?
