I would think not.  The "dumb" parameter will cause a number of ncurses-based 
tools to complain about not having a "full function" terminal, throwing you 
into a mode that you probably won't be familiar with either.  I would replace 
the "dumb" with vt220.  I would also check to make sure you have the proper 
terminfo files installed by doing this:
ssh ip.addr.your.system
export TERM=vt220
vi some.existing.file

If vi doesn't complain, and you're able to edit the file normally, then you 
should be OK.
