If you want to use full-screen, color-aware shell programs, you need to tell Linux about the capabilities of the terminal emulation. You do this by setting the TERM variable, either after login (export TERM=<name>) or using the parameter to agetty. According to the man page, mingetty does not support specifying the TERM variable to use on the command line, so I'm not sure the parameter to mingetty does anything at all. The integrated ASCII console implements vt220 plus ISO 6428 color codes which used to be covered by TERM=linux, but that changed in later distributions. TERM=xterm comes closest now.
