The 1 second was probably just an example... but doing 1-second
averages always reminds me of the two chaps checking their car
blinkers: yes it works, oh no it does not, oh yes it does...  ;-)

Just hope you all noticed the post yesterday that showed Linux
reporting 98% cpu usage (from the same place where vmstat and sar get
their numbers) though we knew in reality it used about 25% of a CPU.
