In general, if you have source for it, and if it doesn't depend on
hardware that's simply not available on the s390 (USB, wi-fi, that
sort of stuff), it will build and run just fine. Specifically,
Apache, PHP, and Perl all run fine and are part of the distributions
as they are on any other architecture.
