Apache and Perl work fine on Linux 390. Apache comes as part of Centos and I think Perl does to. Perl did not come with the prior release of Centos. I down loaded it from somewhere and, anyway, it works fine. I'm pretty sure Apache comes with about any Linux 390 release, Perl may or may not. I don't have any experience with PHP. Hope that helps.
