Did you issue those commands as root, or some other user?  They should be in 
/usr/sbin or /sbin, assuming you have the lvm2 RPM installed.
# rpm -qlp lvm2-2.02.12-7.el5.s390x.rpm | grep bin/[lp]vscan
/sbin/pvscan
/usr/sbin/lvscan
/usr/sbin/pvscan
