CMS in a virtual machine for an end user is much the same as always. Single
tasker single user real storage.
Of course there have always been extension, like TCPIP, etc. A CMS end user
does not have background/foreground like a linux user.

The Reusable Server Kernel (RSK) provides a rich set of multitasking apis. Dave
Jones and I have a POP3 server that uses the RSK. The IBM HCD/HCM is another
product that sits on top of the RSK. There's an multitasking library.

Your memory is correct. GCS was hybrid of CMS file system, crippled command
interface, enhanced OS macro support, and quite important shared writable
storage so VTAM, RSCS, Netview, AVS, VSCS could all happily update buffers,
ACBs, all sorts of stuff necessary to implement a multithread shared storage
program like VTAM.

Ok, so which is it? Is CMS capable of running multitasking programs, or not?
Way back when, GCS was introduced so that certain IBM products could run in a
multitasking environment, because that wasn't possible with CMS. (I believe it
was VTAM, but I'm not at all sure about that.) What has changed/what is
necessary for CMS to run native multitasking programs today? I'm not looking
for an in-depth tutorial here, but I do want to understand the current
capabilities and limitations of CMS so I don't go spreading misinformation.

Thanks,
