I can't view the APAR you're referencing, but everyone I've talked to at IBM that would know, say you still cannot mix CPs and IFLs in the same LPAR. I suspect what you're seeing is the ability to present virtual zIIPs and zAAPs to a guest of z/VM. Not the same thing at all.
