So the reasons are technical - lack of cross-compilers in the buildroots
for non-intelish platforms as states the comment in the spec file
(http://cvs.fedoraproject.org/viewvc/rpms/bochs/devel/bochs.spec?revision=1.44&view=markup).
 But you could install the bochs-bios package manually from 
https://koji.fedoraproject.org/koji/buildinfo?buildID=93823 before installing 
bochs with yum from the Fedora repository.
