That really does seem like an OSA problem.  Sounds a little bit like an
issue we saw that required we detach the virtual nic on all guests and
then recreate all the nics to get things reset.  Though in the case we
saw, whenever we tried to bring up new interface on the vswitch it keep
showing the unicast IP/MAC as "local" (even when we knew it was unique at
the time).
