We have 2 z10 EC machines and 4 zVM LPARs - 1 prod LPAR on each of the z10s, 1 test LPAR for all the test and development zLinux guests, and 1 LPAR that's a sandbox for the systems programmers. In my cost model, I use 15:1 for guests:IFLs for production, and 30:1 for test. As you can imagine, reality will vary from that from time to time - when I go buy some IFLs, I'm probably less than these ratios, and at other times, I'm over them. But, they do seem to work out ok for us. When I discussed this with some of the IBM experts, they encouraged me to use somewhat higher numbers for z10s, but, I'd rather under commit and over deliver on the savings.
