Discovered what the problem was:  SELinux is enabled in "enforcing" mode by 
default on Fedora 18.  After setting SELinux to "disabled" and rebooting, it 
was just a matter of specifying the Install= parameter in the PARM-S11 file on 
z/VM.  The "magic incantation" turned out to be"

Install=ftp://10.250.24.67/pub/

And on the Fedora laptop:

Mount SLES-....-DVD1.iso /var/ftp/pub

It appears that "Now we're cooking with gas!"
