Why?  Some of my IBM brethren are more knowledgeable on this subject than
I, but I believe that as long as you license z/OS & Friends on a
subcapacity basis, you won't have any bruises (that show), since you must
run SCRT on all z/OS instances, including z/VM guests.  The z/OS guests
will report capacity that accounts for the guest's SHARE values.  If you
don't have sub-cap pricing, all bets are off.

(Also making the point that running z/OS on z/VM, whether production or
test, isn't free.  I've run into a few people over the years who thought
otherwise....)
