Yes, that's my thought also, could be some setting/config in z/VM.
Here is some z/VM details:

Hm, if this would be that fundamentally broken it would have been noticed
before - I guess there is more than one person installing RHEL7 on a z/VM
guest...

Could you please post the output of
#cp q console
or from within Linux
vmcp q console
