With a ! instead it works.
So 'only' wrongly(is that a word??) specified in the installation manual and 
the sample file

Or....this could also be a codepage problem. The "|" should be "!" - I
guessed this was mangled in your mailer or during copy 'n paste from the
z/VM console. But maybe it's wrong in the parmfile?? (But if so -
changing only s/condev/9/ in the parmfile wouldn't help without fixing
the borken "!")
